Solutions to promote green building materials development in Vietnam
The selection of green building materials will not only determine the architecture and aesthetics of the building, but can also contribute to significantly reducing energy and resource consumption at buildings.
In Vietnam, the energy efficient green materials market is also showing many positive development signals, with a variety of new materials produced on the basis of modern technological lines. . However, in order for green materials to become the leading source of materials for investors and construction owners, there are still many barriers and challenges that need to be solved. very important in socio-economic development, creating urban and rural housing infrastructure and making an important contribution to the development of the country. In general construction works, construction materials often account for about 60-70% of the project’s cost. By 2020, the main building materials products of Vietnam are produced and consumed quite stably, although we are also affected by the Covid-19 epidemic. Estimated production output last year of the construction industry still achieved equivalent output compared to 2019; cement and tiles reach Top 5 of the world. The total revenue value of the building materials industry is estimated at more than 500 trillion VND by 2020, (about 22 billion USD), accounting for about 6.5% of the country’s GDP. Thus, it can be seen that the role of the building materials industry through the confirmed numbers is very important to the socio-economic development of the country.
Construction material production
Development of building materials in Vietnam has really brought economic benefits, promoting social development to create jobs for hundreds of millions in regions across the country. However, besides the above positives, the production and use of building materials go hand in hand with the use of mineral resources and having an impact on the environment. Therefore, the Institute of Building Materials has been assigned by the Ministry of Construction to lead the research and formulation of a building material development strategy for the period 2021-2030 and orientation to 2050. During the past 2 years, Institute of Materials Construction, together with the Department of Building Materials, has organized, reviewed, researched, assessed the current situation, learned international experiences, and then estimated the demand for building materials in the next 10 years of Vietnam according to the the direction of 2050 and solutions to the implementation of the building material development strategy in Vietnam The 2021-2030 construction material development strategy and the 2050 orientation have been officially approved by the Government according to the Decision No. 1266 / QD-TTg dated August 18, 2020 and is currently in the early stages of implementation.
In the Strategy for the development of building materials related to green building materials and energy saving, it is clearly stated that saving natural resources, saving energy, increasing the use of industrial waste, domestic waste to produce type of building materials and combine production of building materials to treat waste, protect the environment, promote research and development of high-performance, environment-friendly and climate-adaptive building materials products.
The current trend of developing green building materials and saving energy in the world is approaching the perspective of sustainable development of the United Nations. Building materials are thinking that on the way to go green and save energy, you must focus on using as few natural resources as possible and increasing the content of input materials from industrial, agricultural, and domestic waste. . At the same time, technology to produce green building materials, saving energy requires reducing energy consumption in production and reducing greenhouse gas emissions. Green building materials require that during use, harmful factors must be removed during use, at the same time must be durable. With Vietnam, the issue of climate change adaptation is also one of the criteria that needs to be focused.
Green building materials in their service life need to be easily recyclable for use as input materials for other materials.
Energy-saving building materials according to QCXD: 09 of the Ministry of Construction also have regulations for buildings using energy-saving building materials that do not need to use recycled materials but must focus on solving energy-saving decisions. Energy-saving building materials are required to keep buildings cooler in the summer and warm in the winter. In the Regulation QCXD: 09, the heat transmission coefficient of energy-saving building materials is always very important in using this energy-saving building material.
Currently, according to preliminary statistics in the world there are about 465 green labels of 199 countries and cover 125 industries, including building materials. Green building materials standards are voluntarily applied and evaluated based on the entire life cycle of the product and usually certified by a third party.
In Vietnam, there is an environmental green label program issued by the Ministry of Natural Resources and Environment in accordance with Decision No. 253 / QD-BTNMT dated March 5, 2009 on the approval of the eco-label program and Circular No. 41 of the Ministry of Natural Resources and Environment has built 17 sets of criteria for different product groups, in which construction materials have 2 sets of criteria: coating and tiles used in construction.
Recently, the Institute of Building Materials has completed 2 groups of green standards for cement and sanitary porcelain products. It can be said that green building materials development and energy saving in Vietnam together with the green building development phase in recent years, the Ministry of Construction has taken steps to promote strong development as well as enjoy application of the business. Green building materials also create considerable pressure on the Construction industry, especially the human resource issue to be able to operate the production line requires better thinking and skills because the production of green building materials has input materials are different from normal construction materials because the content of recycled materials must be increased; At the same time, human resources for consulting, designing and implementing projects using green building materials will likely be more difficult in the coming time because they are accustomed to using traditional building materials.
Solutions to promote the development of green building materials, save energy in the future
To promote the stronger development of energy-saving green building materials such as energy-saving green buildings in Vietnam, we forecast that a number of solutions should be concentrated as follows:
Group 1, solutions to mechanisms and policies. Continue to improve mechanisms and policies in which there must be incentives to exploit and use green building materials and save energy for construction works; Environmental taxes must be increased for construction materials that pollute the environment in the production process
Group 2, promote scientific and technological activities, master production technology and especially technological solutions in the application of green building materials, saving energy in construction works.
Group 3, improving the quality of professional qualifications of human resources involved in research, production, design and construction of works using green building materials and saving energy. Requires consulting forces to have knowledge and knowledge, fluent in features of the material. Only consultants with profound material knowledge can use green building materials and save energy in the right place and effectively. If the consulting force does not understand clearly about that type of building materials, it will obscure the role of green building materials in the current building materials market.
In addition to preferential policies for green building materials, communication also plays an important role and needs to be prioritized for new green products to enter construction faster. We hope that all parties will strengthen the coordination to combine synchronous solutions on policy mechanisms, science and technology, optimization in construction material production, enhancing design and testing capacity. Green buildings save energy and will make an important contribution to the sustainable development of the Construction industry in particular, of the country in general.
